Mr. Espey was appointed President and Chief Executive Officer in 2011 and has successfully led the evolution of Parkland from a regional independent into an international marketer of fuel, petroleum and convenience products. In his role, Mr. Espey delivers on Parkland’s strategic plan while maintaining a strong focus on teamwork, business integration and shareholder value.
Mr. Espey has overseen a number of transformative acquisitions, including of Chevron Canada’s downstream fuel business, the Ultramar business from CST brands, the expansion of Parkland into the U.S., and in 2019 the addition of Sol which expanded Parkland’s operations into the Caribbean region. Under his leadership, Parkland’s annual fuel volumes have grown from less than 5 billion to more than 22 billion litres.
Previously, Mr. Espey served as Chief Operating Officer from 2010 to 2011, and Vice President, Retail Markets from 2008 to 2010. Prior to joining Parkland, Mr. Espey held a variety of senior management roles across a diverse group of industry sectors, both internationally and domestically, including as President and Chief Executive Officer of FisherCast Global Corporation. Mr. Espey also worked as a consultant based in the United Kingdom, where he worked with many large multinationals across a variety of industries including downstream marketing, media, consumer goods, and manufacturing. Mr. Espey also has experience in the Canadian Navy where he spent four years as a commissioned officer.
Mr. Espey sits on the Board of Directors of the Society of Independent Gasoline Marketers of America (SIGMA) and the Canadian Fuels Association.
Mr. Espey holds a Bachelor of Engineering (Mechanical) from Royal Military College and a Masters in Business Administration from the University of Western Ontario.
Mr. McMillan was appointed Chief Financial Officer in 2015, with overall responsibility for Parkland’s financial and IT management. In this role, he applies broad based corporate experience from across Parkland’s operations, including finance and mergers and acquisitions.
Previously, Mr. McMillan served as Vice President and Treasurer, and also served as Retail Controller, as well as in roles in Retail Corporate Development and Retail Operations. Prior to his time at Parkland, Mr. McMillan was Vice President of Professional Services of ThinkNet Inc., and held Controller roles at Nygaard International and Buhler Industries. Mr. McMillan started his career at Nortel Networks.
Mr. McMillan sits on the Board of the Banff Centre Foundation, and has served two three-year terms on the Orangeville Christian School Board as Treasurer.
Mr. McMillan is a Chartered Professional Accountant (CPA, CMA), and holds a Masters of Business Administration from the University of Calgary. Mr. McMillan also holds an undergraduate degree in Economics and Chemistry from the University of Manitoba.
Mr. Haugh was appointed President of Parkland USA in November 2017. In this role, Mr. Haugh leads and is responsible for the financial, operations, and sales activities of Parkland’s business units in the United States. In addition to leading the existing business activities, he also leads mergers and acquisitions in the country as Parkland executes its strategy to expand its U.S. business.
Previously, Mr. Haugh held a number of senior management roles at other oil and gas companies, including President and Chief Strategy Officer for Mansfield Energy Corp. from 2016 to 2017, and President of Mansfield Oil Company from 2007 to 2016. Mr. Haugh began his career at Exxon, and has also held senior management positions at H&W Petroleum and FuelQuest Inc.
Mr. Haugh sits on the Board of Directors of BioBlend Renewable Resources, The Fuels Institute, Filld and the Job Creators Network.
In 2006, Mr. Haugh was named Ernst & Young’s Entrepreneur of the Year, Energy Technology, Houston and Gulf Coast Area, and in 2009 he was named a Clemson Alumni Entrepreneur by the Arthur M. Spiro Institute for Entrepreneurial Leadership at Clemson University. Mr. Haugh was named to the CIO 100 by CIO Magazine in both 2010 and 2011.
Mr. Haugh has a Masters of Business Administration from the University of Phoenix, and a Bachelor of Science, Chemical Engineering, from Clemson University.
Mr. Magnan was appointed President, Parkland International in 2018 and oversees the Sol businesses based in Grand Cayman.
Previously, Mr. Magnan served in a number of senior management roles at Parkland, including Interim Vice President, Supply, Trading & Refining and Vice President, Corporate Development from 2017 to 2018. He joined the company as Vice President, General Counsel and Corporate Secretary in 2015. Prior to joining Parkland, Mr. Magnan was a Principal at Pierre P.G. Magnan Professional Corporation, which was preceded by work in law firms in as a Calgary-based Partner at Gowling WLG LLP and Osler, Hoskin & Harcourt LLP and an Associate at Sullivan & Cromwell LLP in New York.
Mr. Magnan is the Chairman of Validere Technologies Ltd, and Director of the General Partner of EDO Revenue Royalties LP.
In 2017, Mr. Magnan was awarded the Senate of Canada 150th Anniversary Medal for Community Service, and in 2012 he was a recipient of the Queen Elizabeth II Diamond Jubilee Medal for Community Service.
Mr. Magnan has a Masters of Law from the University of Cambridge, and a Bachelor of Law from the University of Ottawa.
Mr. Kilty was appointed Senior Vice President, Retail Operations Canada in 2018. He leads a team responsible for 1865 gas stations and convenience stores, and is responsible for overseeing and growing Parkland’s national retail network across Canada.
Previously, Mr. Kilty held other senior management positions at Parkland, including as Senior Vice President, Retail and Commercial Operations beginning in 2017, after joining the company as a Vice President, Retail in 2012. Prior to joining Parkland, Mr. Kilty served as Senior Vice President, Dealer Operations for Canadian Tire Corporation from 2008 to 2012, and President, Canadian Tire Petroleum, from 2000 to 2006.
Mr. Kilty is Vice Chair of the Red Deer Regional Hospital Foundation, and has served as Vice Chair and Chair of Providence Healthcare Foundation. Mr. Kilty is Board Chair of the Canadian Independent Petroleum Marketers Association (CIPMA).
Mr. Kilty has a Masters of Business Administration from the Schulich School of Business, and a Bachelor of Science from the University of Western Ontario.
Mr. Krogmeier was appointed Senior Vice President, Supply, Trading and Refining in 2018, overseeing Parkland’s supply, trading and refining strategy and capabilities.
Prior to joining Parkland, Mr. Krogmeier served in various supply and trading roles across the sector, including Vice President, Crude Oil and Supply and Trading for Chevron. Prior to that, Mr. Krogmeier oversaw global products supply and trading at Chevron, one of the largest businesses in the downstream portfolio. He brings world class commercial downstream experience across many aspects of the downstream value chain, including product supply and trading, marketing, crude oil supply, and joint venture management.
Mr. Krogmeier holds a Masters of Business Administration from the University of California, Berkeley, Haas School of Business, and a Bachelor of Business Administration from the University of Iowa Tippie College of Business.
Ms. McDonald joined Parkland as Senior Vice President, People and Culture in 2018. She leads the enterprise-wide planning, alignment, and execution of Parkland’s People and Culture strategy to drive organizational capacity, capability, and performance.
Previously, Ms. McDonald served as Vice President and Global Human Resources Business Partner for LafargeHolcim, where she held senior management positions for over 16 years. Ms. McDonald began her career in Alberta as a Human Resources Analyst with Carewest, and advanced her career in Canada, the United States and Europe.
Ms. McDonald served on the Board of HR People and Strategy (HRPS) from 2009 to 2014.
Ms. McDonald has a Masters of Business Administration with Academic Distinction from Georgetown University’s McDonough School of Business, and a Bachelor of Commerce from the University of Saskatchewan.
Mr. Smart was appointed Senior Vice President, Strategy and Corporate Development in 2018. He leads the enterprise-wide strategy and integration teams, and has leadership and accountability for the corporate development team.
Previously, Mr. Smart served as Vice President, Corporate Development, and first joined Parkland as Director of Corporate Development in August 2014. Prior to joining Parkland, Mr. Smart was a Portfolio Manager at Teachers’ Private Capital, the private equity arm of the Ontario Teachers’ Pension Plan, where he was responsible for sourcing, evaluating and managing energy-related investments.
Mr. Smart has extensive Board experience and has served as a director of a number of private companies.
Mr. Smart has a Bachelor of Business Administration (with distinction) from Wilfrid Laurier University and a Master of Business Administration from Harvard Business School.
Mr. White was appointed Senior Vice President, Strategic Marketing and Innovation in 2018. In this role, he is responsible for defining Parkland’s customer value proposition and competitive positioning across all International Business Units, including brand strategy, product management, loyalty, analytics, digital, media planning, and public relations.
Previously, Mr. White served as Vice President, Strategic Marketing, and joined Parkland as Director of Pioneer to lead the integration and operation of the business in 2014. Prior to joining Parkland, Mr. White was the head of Dollar Financial Group’s Canadian subsidiary National Money Mart Company from 2011 to 2014. Mr. White also spent 18 years at Canadian Tire Corporation, including roles as Vice President of PartSource and Divisional Vice President of Operations and Business Development in the Petroleum division.

In 2018, Mr. White was recognized as the Retail Leader of the Year at the National Convenience Industry Summit and is a founding Board member of the Convenience Industry Council of Canada.
Mr. White is a graduate of York University.
Ms. Elliott was appointed Vice President and Senior General Counsel in 2018. In this role, Ms. Elliott oversees all legal, regulatory, compliance matters for Parkland, as well as government and external affairs and corporate social responsibility matters across the enterprise. She first joined Parkland as Legal Counsel in 2016.
Prior to joining Parkland, Ms. Elliott was an Associate at JSS Barristers, and has also worked at the Court of Appeal of Alberta.
Ms. Elliott was a finalist for the Women in Law Leadership Awards, 2018 “Tomorrow’s Leader,” and has appeared at all levels of court in Alberta, and at the Supreme Court of Canada. Ms. Elliott was also an instructor at the University of Calgary’s Faculty of Law, teaching legal research and writing, and was a coach and judge of the faculty’s mooting program. Ms. Elliott has also presented on civil litigation for the Legal Education Society of Alberta.
Ms. Elliott is a Member of the Law Society of Alberta, and has a GCP.D designation. Ms. Elliott has a Doctor of Law (J.D.) degree and a Bachelor of Arts (Hons.) degree, both from the University of Calgary.
